Bottle refunds help reduce litter, trash

I seem to recall in the dim recesses of my memory a vote in Mississippi when I was a child in the mid-1980s about whether or not we wanted to join the handful of states that pay refunds for bottles — you know, like the list of a few states that have a 5 or 10 cent refund.
