Pike County supervisors awarded a $4.6 million bid for a county-wide reseal project that they say will cover 100 miles of road in the coming year.
Dickerson & Bowen won the contract, narrowly edging T.L. Wallace Construction’s bid by $25,000. Dickerson & Bowen submitted a base bid of $4,615,005, while T.L. Wallace bid $4,640,468.
“They were very close on their base bid amount,” Neel-Schaffer Engineering’s Garrett Smith, who has been advising supervisors on the project for months, told supervisors Friday.
The work is being paid for with federal American Rescue Plan Act funds the county received this year. It represents about half of a $10 million project to repair county roads, with the other half coming from a general obligation bond that will be repaid with internet sales tax revenues.
Supervisor Lee Fortenberry asked if the board should consider T.L. Wallace’s bid, even if it was higher, but Supervisor Robert Accardo made a motion to award the contract to Dickerson & Bowen.
“They do a very excellent job with the work they do around here and they are local,” he said.
Smith said the work will be done in phases over the next several months and will stretch into next year.
“What we’re looking to do this year is from now until spring do all the base repair and leveling and in the spring do the reseal,” Smith said. He noted that reseal work can’t be done during colder weather.
In other engineering projects, Smith said plans to replace a closed bridge on D.P. Guy Road have been submitted to State Aid for approval and rights-of-way still need to be purchased.
“We’ve got a bit of work ahead of us before we see any type of construction,” Accardo noted.
“That’s right,” Smith said.
Smith said he’ll present bids on the Hamilton Street bridge replacement project to the board for approval at its Monday meeting, and pre-construction meetings have been scheduled for work to level and grade a lot in the Gateway Industrial Park and for the countywide reseal project.
Supervisors approved several payments to Neel-Schaffer for work on those projects, including $10,742 for the D.P. Guy Road bridge replacement, $5,170 for the Hamilton Street bridge replacement, $5,000 for the grading at Gateway and $222,316 for the countywide road repairs.
Supervisors also awarded a $1,352,680 bid to Dickerson & Bowen for work to improve Frank Oakes Road. Ryan Holmes of Dungan Engineering presented the bid to the board Friday. The work is being paid for with a Community Development Block Grant.
