Winona police B.J. Edwards and Calvin Young place handcuffs on Winona Alderwoman Sylvia Clark during a Tuesday Board of Aldermen meeting. Clark was charged with assault on a police officer, disorderly conduct, failure to comply and resisting arrest, according to Chief Roshaun Daniels.
